
HOUSE CONCURRENT RESOLUTION NO. 45

Requesting the Commissioner of the West Virginia Division of
Highways to name that certain bridge which crosses Kitchen
Creek at Gap Mills, West Virginia, on County Road 15, as the
"Gap Mills Ruritan Memorial Bridge."

Whereas, The Gap Mills Ruritan Club is a community-service
organization which funds scholarships for high school seniors,
offers free home repairs for many in need, sponsors an "Adopt a
Highway" program, sponsors "Meet Your Candidate" meetings, and
whose members volunteer for a broad range of service projects; and

Whereas, On September 19, 1946 the Gap Mills Ruritan Club
became the first Ruritan Club Charter in the State of West
Virginia, and its original charter members were Hugh G. Cook, Lacy
Heavener, Harrison Cassell, Jr., Leighton Dransfield, Bill
Blankenship, Joe Ballard, Staford Patton, Claude Wylie, Wade H.
Neel, Marcus Arthur, Jesse L. McCormick, Claude Rowan, Cleve
Wallace, Harold Campbell, James Frazier, Wade C. Neal, Charles Rowan, Raymond Dransfield, L. Storkey Shafer, G. L. Neel, E. G.
Porterfield, Rev. G. F. Plybon and S. A. Patton; therefore, be it

Resolved by the Legislature of West Virginia:

That the Commissioner of the West Virginia Division of
Highways is hereby requested to name that certain bridge which
crosses Kitchen Creek at Gap Mills, West Virginia, on County Road
15, as the "Gap Mills Ruritan Memorial Bridge"; and, be it

Further Resolved, That the Commissioner is requested to have
made and be placed, at either end of the bridge, signs identifying
the bridge as the "Gap Mills Ruritan Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House is hereby
directed to forward a copy of this concurrent resolution to the
Secretary of Transportation, the Commissioner of the Division of
Highways, and the Gap Mills Ruritan Club.
